Quiet Floors: IIC, STC, and What DMV Condo Boards Actually Require

This is the flooring problem that catches DMV buyers out more than any other, and it has nothing to do with the floor's quality.

The DC metro is dense with condos and co-ops — downtown Bethesda, Silver Spring, Rockville Town Center, Arlington, Alexandria. Most of those buildings have rules about what you're allowed to put on the floor, because your floor is someone else's ceiling. People find out about the rule after the plank is delivered, and occasionally after it's installed, which is a genuinely expensive way to learn.

So before the aesthetics: find out what your building requires, in writing, before you buy anything.

IIC and STC, in plain English

Two ratings show up in building documents, and they measure completely different things. People mix them up constantly, including some flooring salespeople.

IIC — Impact Insulation Class. This measures *impact* noise: footsteps, a dropped set of keys, a chair scraping, a dog's nails. Structure-borne sound — physical energy transmitted through the floor assembly into the space below. This is the one condo rules are almost always about, because footsteps overhead are the classic complaint.

STC — Sound Transmission Class. This measures *airborne* noise: conversation, a television, music. Sound travelling through the air and then through the assembly.

Both are scales where higher is better, roughly logarithmic. A few points is a perceptible difference; ten points is a large one. If your HOA document names a number without saying which rating, it means IIC — but get them to confirm in writing rather than assume.

The number your building will quote you

Requirements vary building to building, and there's no single national rule for existing condos. In practice, DMV buildings commonly land somewhere in the IIC 50–60 range, with 50 as a frequent floor and stricter buildings asking for more. Some buildings skip ratings entirely and simply mandate a specific underlayment product or a minimum thickness. Some ban hard flooring above the first floor outright, or require a percentage of the unit to be carpeted.

There is no substitute for reading your own documents. The relevant language is usually in the bylaws, the rules and regulations, or an alteration/renovation policy, and larger buildings often have a specific flooring modification form.

Two practical warnings. First, approval is usually required before work starts, and retroactive approval is not a thing you should count on. Second, the requirement applies to the whole floor assembly, not the plank — which is where most of the confusion starts.

  • Ask for the requirement in writing, and ask whether it's IIC, STC, or both.
  • Ask whether they require lab-tested documentation for the specific assembly.
  • Ask whether there's a pre-approval form and how long review takes.
  • Ask what the subfloor is — concrete slab vs wood joists changes everything.

Why a floor's rating isn't really the floor's rating

This is the part worth understanding, because it's where marketing gets slippery.

An IIC rating is a property of the entire assembly tested together: the structural slab or joist system, the ceiling below, the underlayment, and the flooring. A plank on its own doesn't have an IIC rating in any meaningful sense — it only has one as tested within a specific assembly.

So when a product sheet advertises "IIC 71," the honest question is: *tested over what?* The same flooring over a 6-inch concrete slab with a suspended drywall ceiling below will test dramatically higher than over a wood-joist floor with the ceiling fixed directly to the joists. Both numbers are real. Only one is relevant to your unit.

This is why a building asking for documentation wants the test report for a comparable assembly, not a marketing number. And it's why an experienced installer will ask what's under your unit before promising anything.

What actually makes a floor quieter

In rough order of how much difference each makes:

  • The underlayment. By far the biggest lever available to you. An acoustic underlayment is specifically engineered to decouple the floor from the structure. Many rigid-core planks — including ours — ship with a sound-insulation layer already attached to the back, which handles a lot of situations and simplifies installation.
  • The structure below. Concrete slab beats wood joists, and a resiliently-suspended ceiling below beats one screwed straight to the joists. You mostly can't change this, but it determines what's achievable.
  • The core. A dense SPC core transmits impact differently than a hollow or foamed core. Denser isn't automatically quieter — it's about how the whole assembly behaves.
  • A proper floating installation. A floating floor that's been allowed to touch the wall at the perimeter transmits sound straight into the structure through that contact — a flanking path. This is an installation-quality issue that no product spec can rescue.

The mistake we see most

Someone buys a plank with an attached pad, reads a high IIC number on the box, and assumes they're compliant. Then the building asks for documentation for their assembly and the number doesn't hold up over their subfloor — or the board asks for a *separate* acoustic underlayment on top of the attached one, which their chosen plank isn't rated to be installed over.

The order that works: read the rules → confirm the requirement in writing → confirm your subfloor → choose the assembly → submit for approval → then buy. It feels slow. It's much faster than tearing out a floor.
